ADB approves loan for CNG-Powered Bus Rapid Transit project in China
The Asian Development Bank (ADB) has approved a US $150 million loan for Lanzhou, the capital of Gansu Province in the People’s Republic of China (PRC), to help set up a sustainable urban transport system that will reduce transport time and costs and cut harmful emissions of greenhouse gases
The centerpiece will be the establishment of a CNG-fueled bus rapid transit system – marking the first ADB project to support an urban mass transport service. ADB’s loan makes up around 31% of the total project cost of $480.3 million.
The city already has a policy supporting conversion of motor vehicles to CNG and enforcing an expanding inspection and maintenance program by the Vehicle Emissions Control Department under the Environmental Protection Bureau of Lanzhou. The use of compressed natural gas as a vehicle fuel will be encouraged and filling stations established.
The project environmental assessment report says that as a mitigation measure, clean vehicle action will concentrate on the conversion of public transport and taxis to compressed natural gas.
The bus rapid transit system is one of the priorities and major components of this project, providing mass transportation in urban areas using segregated bus lanes. The use of CNG buses minimizes vehicle emissions (including greenhouse gas emissions) per passenger kilometer.
ADB says the project falls within its plan to develop ‘green’ sustainable transport options in PRC.
