The report will not be legally binding but is likely to force major convenience store chains to allow close flexibly depending on their circumstances.

A panel of experts established by the Economy, Trade and Industry Ministry of Japan came up with a draft report on Monday calling on major convenience store chains to allow flexible operations at each store amid severe labor shortages, reports The Japan News. The panel aims to release the final report in January 2020.

The draft report claims major chains should review their around-the-clock opening hours to adjust to business environment and customer demand for each store.

“Store owners should be allowed to close flexibly depending on their circumstances”, the draft said. Convenience stores are currently obliged to open all-day-long even during the year-end and New Year holiday period.

The draft report also suggested the introduction for cashless payments and self-checkout services as a way to deal with labor shortages, in addition to developing new businesses based on customer data.

Finally, the draft report called on major chains to enhance convenience stores’ role as hubs for public services.
